The Puppy Mills Campaign for The Humane Society of the United States works to improve standards of care for dogs in commercial breeding operations through policy efforts and by educating consumers and sellers on the issue. The campaign has made important strides toward significantly increasing standards of care for these dogs by getting laws passed in 35 states. HSUS investigations of puppy mills and pet stores have led to multiple consumer lawsuits, and have shut down dozens of puppy mills and pet stores nationwide. Through awareness events, we have educated millions about the problems in the large-scale commercial dog breeding industry.

Since the DogBreeders and Sellers Law went into effect in 2011, the Wisconsin Department ofAgriculture, Trade and Consumer Protection (DATCP) had been working tirelesslyinspecting and licensing dog sellers, as well as conducting follow-upinspections and investigating complaints. YOUR help is needed, though: if youhave reason to suspect that any unlicensed breeder is selling more than 25 dogsa year, or are concerned about the conditions in which a breeder/ seller/shelter/ stray hold facility is keeping dogs,! PLEASE NOTE:This form and complaint process are intended for investigation of dog breeders/sellers and other Act 90 licencees only. If you have witnessed animal crueltyin general and wish to report it, please see our page. Allcomplaints will be investigated. With the public's help, DATCP has been able toprosecute at least one notorious "scofflaw" breeder who went"underground" to avoid upgrading her facilities in compliance withthe Dog Breeders and Sellers Law. Though we atWisconsin Puppy Mill Project would like to see ALL commercial dog breederslooking for a different source of income, the intent and purpose of WIsconsin'sDog Breeders and Sellers Law is to REGULATE a previously totally UNregulatedindustry -- setting standards to require good care for dogs and to provideconsumers with some protection when buying a pet. An annual dog seller and dog facility operator license expires on September 30 and is not transferable. The non-refundable fee for a shelter or animal control facility is $125.
